Because they can. It would be a good start to alleviating the problem if senior police officers were to make an effort to enforce the law as it currently stands, rather than faffing about trying to change it. I must say that in the last 10 years I haven't heard a senior officer make a public statement that hasn't been totally self-serving. Cynical? Me?
